First Ore-Mining Company

The First Ore Mining Company is developing the Pavlovskoye lead-zinc field and is an operator of mineral properties in the basin of Bezymyannaya River (the Novaya Zemlya Archipelago, Arkhangelsk Region).

In 2017, the field operations related to engineering surveys package preceding construction of an MPP were completed and the engineering surveys preceding construction of onshore facilities for a seaport complex were carried out. Furthermore, the major technical solutions were developed, engineering surveys of semi-industrial sample were completed and the operating procedure for enrichment of lead-zinc ore was developed.

The project was included in the Governmental Program “Social and Economic Development of the Arctic Area of the Russian Federation” approved by Resolution No.336 of the Government of the Russian Federation dd. 21.04.2014 (as revised by Resolution No.1064 of the Government of the Russian Federation dd. 31.08.2017).

In 2018 The First Ore Mining Company is planning to carry out engineering surveys preceding construction of the sea port facilities and present the result thereof for the State Expert Examination. The company also has plans to complete the designs of the MPP and sea port facilities and similarly present them to the State Environmental Expert Examination. In the future, after obtaining a positive opinion from the experts of Federal Autonomous Institution “Glavgosexpertiza of Russia” The First Ore Mining Company hopes to begin construction of the MPP and the sea port complex, to carry out commercial development of the Pavlovskoye field.

In 2018 The First Ore Mining Company plans to achieve the status of the Arklhangelsk Region priority investment project, to receive tax cuts and other benefits during the project implementation.

Further into the future The First Ore Mining Company makes plans for meetings and negotiations, execution of appropriate resolutions, agreements (memorandums, contracts, etc.) with the prospective investors and/or consumers of the products to be manufactured by the projected MPP.
